Project Overview
FSG was appointed as Principal Contractor to design and construct twelve new temporary accommodation flats across two garage sites in Hemel Hempstead – Northend and Westerdale. The scheme comprised ten two-bedroom and two one-bedroom flats, supporting local residents in need of short-term housing. The works also included the demolition and safe removal of existing garages containing asbestos roofs prior to construction.
Duration & Scale
The two sites, located less than three miles apart, were delivered simultaneously under a single contract. Each site benefited from dedicated management, with a full-time Site Manager and Assistant Site Manager ensuring seamless coordination and progress across both developments. Despite the challenges posed by the Covid-19 pandemic, FSG successfully completed the Northend site in June 2020, with Westerdale following shortly after in August 2020.
Scope of Works
The works included full design and construction of the new accommodation blocks, along with all associated external works and safety measures:
- Demolition of existing garage structures and asbestos removal.
- Design and build of 12 contemporary flats, including two fully wheelchair-accessible ground floor units.
- Installation of floor-to-ceiling windows and Juliet balconies to maximise natural light and accessibility.
- Application of A1 fire-rated cladding systems to ensure the highest fire safety standards.
- Installation of internal and external CCTV systems for enhanced client monitoring and resident security.
- Construction of an external mobility scooter store at the Northend site for residents in adapted units.
Asbestos Management & Safety
Given the presence of asbestos-containing materials in the existing garages, FSG coordinated licensed removal works under strict safety procedures. All demolition and removal activities were undertaken in compliance with HSE guidelines, ensuring zero exposure risks to the public or workforce. Safety remained the top priority throughout, with continuous monitoring and resident liaison during the build.
Resident & Community Engagement
Due to the sites being located within established residential areas, FSG implemented an extensive community communication plan. This included letter drops, resident introductions, and a dedicated email contact for queries or concerns. Regular updates were provided regarding construction timelines, deliveries, and access changes, ensuring a transparent and positive relationship with local residents. Temporary access routes were secured with Heras fencing and monitored daily until permanent boundaries were installed.
Product Specification & Guarantees
All construction materials were selected for durability, compliance, and sustainability. The cladding systems met A1 fire regulations, and all new mechanical and electrical installations complied with current building control and safety standards. FSG managed the full process of securing Building Regulation approvals and Secured by Design certification from relevant authorities.

Both developments were designed to provide energy-efficient, low-maintenance homes with enhanced insulation and natural light to minimise running costs for occupants. The use of sustainable materials and modern design ensures long-term durability and environmental performance.
